Arkansas Rules for an Arkansas Address
Barndominium builders in Texarkana, Arkansas have one point to settle before any other: which side of the line the land is on. Texarkana is the seat of Miller County, and its twin city, Texarkana, Texas, sits just across the state line. The federal courthouse straddles that line, the only federal office building to do so. This page covers the Arkansas side only. Arkansas rules, Arkansas septic standards and Miller County apply here, and those are what we plan around.
Both cities trace their founding to December 8, 1873, at a railroad intersection. Texarkana, Arkansas counted 29,387 people in 2020, with an estimate of 29,123 for 2025, on about 42 square miles at an elevation near 358 feet. Interstates 30 and 49 meet here, along with the future I-69, and the Red River Army Depot is the city's largest single employer.
Land Types in Miller County
Miller County covers about 637 square miles and counted 42,600 people in 2020. It lies in the Piney Woods, part of the South Central Plains ecoregion, and the flat Gulf Coastal Plain shows in most of its terrain. Barndo sites around Texarkana tend to fall into three groups.
Upland pine and hardwood tracts
Wooded parcels on the flatter, higher ground are the classic setting for a shop house. Clearing, stump removal and a good pad are the main site costs, and drainage still deserves attention because flat ground sheds water slowly.
Creek and bayou ground
Texarkana itself drains mainly through Nix Creek, a tributary of Days Creek in the Sulphur River watershed. Farther out, swamps and bayous along the Sulphur River drain much of the western part of the county, and McKinney Bayou and Bois D'Arc Creek are other important Red River tributaries. Tracts near those channels call for a flood map check and careful pad elevation.
Red River bottoms
The Red River forms Miller County's northern and eastern boundary, and its course has shifted since 1874. In 2015 Red River flooding forced the evacuation of Garland City. The Sulphur River Wildlife Management Area preserves 16,520 acres of bottomland hardwoods, cypress breaks and oxbow lakes. Bottomland can be beautiful, but it is the land type where we are most cautious about where the house and septic field go.
The Water Table Question
On flat Coastal Plain soils, the seasonal water table often decides whether a standard septic system will work. Arkansas Department of Health rules set the minimum depth of undisturbed soil above that water table, and the numbers depend on lot size:
- Lots under 3 acres (slope of 12 percent or less): at least 13 inches to a brief seasonal water table, 18 inches to a moderate one and 24 inches to a long one.
- Lots of 3 acres or more: 12, 16 and 20 inches for the same three conditions.
Where a water table is brief, an interceptor drain can sometimes lower it to no more than 18 inches, but only on sites with at least 3 percent slope and soils under 30 percent clay; no reduction is allowed for a moderate water table. When the water table has to be confirmed by monitoring, the window runs from December 1 through May 15 and requires at least 16 observations over eight consecutive weeks. If you are buying land, that winter-to-spring window can affect your schedule, so we raise it before closing rather than after.
Clay and Slab Design
The Arkansas Geological Survey describes the Porters Creek Clay, part of the Midway Group, as highly expansive, and maps its outcrop as a narrow belt along the Fall Line from just south of Hope to near Arkadelphia. The Survey does not name Miller County in that description, but clay soils of any kind can shrink and swell with moisture. Its guidance is that many expansive soil problems can be handled with engineering done before construction. For a barndo slab, that means a soil test first and a slab and footing design matched to the result.
Heat, Rain and Wind
Texarkana averages 48.87 inches of precipitation and only 2.7 inches of snow a year, with a record high of 117 degrees F and a record low of minus 9. Long, hot summers make the building envelope the priority on a metal home: reflective roofing, a continuous insulation layer, sealed eaves and an HVAC system sized to the real heat gain. Southern storms also bring high winds, so the frame and its anchorage are engineered for the site.

Texarkana Questions
Do you build on the Texas side of Texarkana?
This page covers Texarkana, Arkansas and Miller County. Arkansas septic rules and Arkansas jurisdictions apply here, and that is what our planning is based on.
Why does lot size matter for my septic system?
Arkansas rules allow slightly shallower soil above the seasonal water table on lots of 3 acres or more. On a borderline site, an extra acre can change what kind of system works.
Can I build near the Sulphur River or the Red River?
Possibly, but bottomland needs the most care. We check the flood map, look for higher ground for the pad and plan the septic area within the state's water table limits.
How long does septic soil testing take on wet ground?
If the water table must be monitored, Arkansas rules set a December 1 to May 15 window with at least 16 readings over eight weeks, so timing matters if you are buying land.
