Pope County Land Comes in Two Flavors
Barndominium builders in Russellville have to answer one question before anything else: is your land in the valley or in the hills? Russellville sits at about 367 feet on the southern edge of the Ozark Mountains, just north of the Arkansas River. It is the seat and largest city of Pope County, and it has been since 1887, when the county seat moved here after a long dispute. The city counted 28,940 residents in 2020, up from 27,920 in 2010, with a 2025 estimate of 29,521, and the wider Russellville micropolitan area, which covers Pope and Yell counties, is listed at 86,666.
Growth here followed the interstate. Construction of Interstate 40 in 1956 spurred the city's expansion, and I-40, US 64 and Highway 7 still carry most traffic through the county. Arkansas Tech University, founded in 1910 as the Second District Agricultural School, and Arkansas Nuclear One, the state's only nuclear power plant, built in the 1970s on Lake Dardanelle just outside town, are two of the area's anchors.
Valley Floor or Ozark Slope?
Pope County covers 831 square miles. Farmland and towns occupy the southern part along the Arkansas River Valley. The northern part, nearly two-thirds of the county, lies in the Ozarks and includes part of the Boston Mountains, which Wikipedia describes as a deeply dissected plateau. About 40 percent of the county is inside the Ozark National Forest.
Building in the valley
The Encyclopedia of Arkansas describes the Arkansas River Valley as broad, gently rolling or hilly plains with mountains scattered through them, split by wide river bottomlands. Gentle ground makes slab work and long driveways straightforward, but bottomland near the river and its tributaries calls for a close look at flood mapping and drainage before the pad is set.
Building in the hills
North of town, the same source notes that Ozark soils are fairly deep on flat hilltops and plateau surfaces but shallow on hillsides. A barndominium on a ridge-top bench may have workable soil, while one cut into a slope may hit rock early. That affects excavation, the footing design and especially the septic field, which needs enough soil above rock to work.
Lake Dardanelle and the Septic Setback Rules
Lake Dardanelle was formed by a dam completed in 1965 near the river crossing between Dardanelle and Russellville, and land near the water is part of the appeal. Arkansas Department of Health rules set the distances a septic system has to keep from water, and they shape lake lots more than any other factor:
- 100 feet from the high-water mark of a stream or lake, and from any domestic water supply.
- 300 feet from the high-water mark of a body of water within a quarter mile of a public water intake.
- 50 feet from a pond on your own property, and 100 feet from a pond on an adjoining property in the same watershed.
- 10 feet from the house, other buildings and property lines.
On a narrow lot that runs down to the shore, those numbers can push the house and drain field to the road end of the property. We lay out the setbacks on the survey before designing the floor plan, not after.
The rules also require bedrock separation below an absorption field, from 18 to 36 inches depending on the soil, which matters on those shallow Ozark hillsides.
Weather Extremes at the Airport
Russellville Municipal Airport's 1991-2020 normals show 46.41 inches of precipitation a year spread over about 114 days with measurable rain. The recorded extremes run from 115 degrees F in August to minus 15. A metal-skinned house in that range needs real attention to insulation, air sealing and HVAC sizing, because steel carries heat and cold quickly and humid summer air condenses on cold surfaces. Closed-cell spray foam on the walls and roof deck is a common way to handle both problems at once.

Russellville Questions
How close to Lake Dardanelle can my septic system be?
At least 100 feet from the lake's high-water mark under state rules, and 300 feet if the water is within a quarter mile of a public water intake.
Is hillside land north of Russellville harder to build on?
It can be. Ozark soils are often shallow on hillsides, so excavation, footings and the septic field need more planning than on valley ground.
Do you build in Yell County and around Dardanelle too?
Yes. We plan builds on both sides of the river around Russellville.
What insulation works for a metal home in this climate?
Closed-cell spray foam is a common choice because it insulates and blocks condensation on the steel in one layer.
