A Different Kind of Town for a Barndo
Barndominium builders in Maumelle face a question that does not come up in older farm towns: what fits in a planned city? Maumelle was founded in 1974 and incorporated in 1985. It lies northwest of Little Rock on the opposite shore of the Arkansas River, at about 266 feet, and it was laid out around parkland and two recreational lakes, Lake Willastein and Lake Valencia. The 2020 census counted 19,251 residents, up from 17,163 in 2010, with a 2025 estimate of 19,780.
A planned community usually means more detailed zoning and, in many neighborhoods, private covenants. Those rules can limit exterior materials, building size and outbuildings. A barndominium can still be a good fit on the right parcel with the right exterior, but the homework comes first.
Working With the City
The City of Maumelle runs its own Planning & Permits office, publishes a Planning and Building Permit Fee Schedule and accepts permit applications through a Citizen Portal. A Planning Commission holds public hearings on items such as rezoning and development requests. For a barndominium inside the city, we recommend this order:
- Read the deed and any neighborhood covenants for material and outbuilding limits.
- Confirm zoning for the parcel with Planning & Permits.
- Choose exterior finishes, such as wainscot, stone or board-and-batten accents, that match what the neighborhood rules allow.
- Submit engineered plans through the Citizen Portal.
Land Just Outside Maumelle
Many buyers who want a true shop house with acreage look at unincorporated Pulaski County around the city. There, Pulaski County Planning & Development handles floodplain development permits, subdivisions, site plans, stormwater and 911 addressing.
The Lake Maumelle Watershed
West of the city is Lake Maumelle, which supplies Little Rock's drinking water. Pulaski County requires a registration and building permit for development inside the Lake Maumelle Watershed and says it will permit, assess and monitor development there. A house site in the watershed gets extra attention to septic placement and stormwater, and we plan for that review in the schedule.
Septic near water
State septic rules require 100 feet between a system and the high-water mark of any stream or lake, 50 feet from a pond on the same property and 300 feet from the high-water mark of a body of water within a quarter mile of a public water intake. On land with creek or lake frontage, those distances can decide where the house goes.
River Lowland and Wet Soils
Land along the Arkansas River and its old terraces can hold water. The USDA describes the Wrightsville soil series, whose type location is in Conway County, Arkansas, as poorly drained and very slowly permeable soil formed in old silty and clayey alluvium on level stream terraces, wet in its upper layers from December through April in normal years. We are not saying your lot is Wrightsville soil, but if you are looking at flat, low ground, a soil check for seasonal wetness is worth doing before you plan a slab elevation or a drain field.
Storm and Climate Notes
Pulaski County had 88 tornado events from 1950 through 2016 according to a UA Cooperative Extension fact sheet. A reinforced interior room, strong frame-to-foundation anchorage and properly rated large doors are the core of storm planning for a barndominium here, along with spray foam and HVAC sized for long, humid summers.

Maumelle Questions
Can I build a barndominium inside Maumelle?
It depends on the parcel's zoning and any neighborhood covenants, which can limit materials and outbuildings. We check both before design, and exterior finishes can often be chosen to meet the rules.
What is different about building in the Lake Maumelle Watershed?
Pulaski County requires a registration and building permit there and monitors development to protect Little Rock's drinking water. Septic and stormwater plans get extra attention.
How close to a creek can my septic system be?
State rules require at least 100 feet from the high-water mark of a stream or lake, and 300 feet from a body of water within a quarter mile of a public water intake.
Is low ground near the river a problem?
It can be. Poorly drained terrace soils stay wet in winter and spring, so we check floodplain mapping and soil wetness before setting the slab height.
